This chapter examines the targeting of employment services under America's Workforce Investment Act (WIA) of 1998. Targeting is an administrative process which selects and allocates a limited number of participants from a larger group of eligible customers. Targeting contributes to providing relevant employment services to those who are most at need, in cases where the number of eligible customers exceeds the resource capacity of the programs provided. Targeting may be a formal or informal process. This chapter considers the Worker Profiling Reemployment Services (WRPS) system; targeting of self-employment assistance; and the potential for targeting reemployment bonuses, optimal training choices for displaced workers, welfare to work services and job retention services for welfare recipients who have succeeded in gaining employment. Canadian experiences with targeting employment services are also examined. The author outlines some possibilities for new targeting initiatives.
